H.606 - An act relating to Firearm Procedures

The Vermont Federation of Sportsmen's Clubs (VTFSC) is pleased to report that House Leadership has directed that Section 5 of H.606 be dropped completely.

This is what the VTFSC set out to do, that is what we focused on and we achieved that goal.  H.606 WILL BE AMENDED to remove Section 5 immediately when the bill is introduced into committee. 

We could not have accomplished this without your help and the help of our allies.

This is an unprecedented result for the VTFSC.  We have never been able to have a section of a bill, a section proposing a brand-new law, removed prior to it being introduced and discussed. 

Beyond having Section 5 removed from H.606, we are also pleased to report that H.606 will not be introduced this week or next as was previously planned:  It will now not be introduced until the week following the Town Meeting Week Break.

Being pushed back to that week would mean it will be introduced the week of "crossover." Crossover is a date, somewhat set in stone, which becomes the cutoff date for when a bill must leave one chamber to have time to be considered by the other chamber, and still become law that year (assuming no veto). 

A bill that does not make crossover cannot become law that year, and as this is the 2nd year of the 25-26 legislative biennium:  It would mean it dies completely.

We are, however, not "done" with H.606.  There are major problems with 3 of the other 4 remaining sections, these either need to be drastically amended or completely dropped, and we will be pointing these serious errors out as will our allies that week.

Pointing out errors means new versions, new versions need vetting, and there are just four days in crossover week.

I am hesitant to say it, but there is a good chance that H.606 will not make it out of House Judiciary as it will run out of time to get the consideration, thought and perhaps the votes it needs to make it.
